Bulletin License Center, Inc. (Minnesota Deputy Registrar 107) is a private Deputy Registrar business. We operate on the same fees, rules and laws that govern the Deputy Registrar business in the state of Minnesota.

We are open on most Federal designated Monday holidays such as Martin Luther King Day, Presidents Day, Columbus Birthday and Veterans Day.

Vehicle registrations are done on-line in our office. This service allows us to enter your registration on the Department of Public Safety records before you leave our office.


Class 'D' drivers license and most duplicate driver licenses are now done on-line reducing the turn-around time to a matter of days. (Usually, 5 day turn-around)

Duplicate titles can be applied for in our office and have a 5-day turn-around.

We operate on the same fees, rules and laws that govern the Deputy Registrar business in the state of Minnesota. At times, we may require your SSN (Social Security Number). This information, like your Driver's License, is used for identification purposes.

Did You Know This?

If you sell your vehicle to a resident of another state, you are advised to remove the license plates. The new owner may purchase a 31-day temporary out-of-state permit from a deputy registrar for a $9.50 fee.

If you sell your vehicle to a Minnesota resident, DVS advises that you accompany the buyer to any deputy registrar to complete the transaction. You may report the vehicle sale at www.mndriveinfo.org.

The plate must be fastened and visible. It is unlawful to cover any assigned letters and numbers or the name of the state of origin of the license plate with any material whatsoever, including any clear or colorless material that might hinder the plate's reflectivity. (MS 169.79)

Mailing Your Tab Renewal ...
(Motor Vehicle and/or DNR)

Enclose in your envelope:

1). The Motor Vehicle Registration Renewal(s).

2). A check for the correct $$$ amount. Your Driver License number and phone number must be included on your check to ensure delivery.

3). Make sure your address is correct. A SASE is optional.

4). Verify this is the correct vehicle.

5). It is your responsibility to verify all information is correct to ensure renewals are processed and delivered.

6). Mail to our address shown at the top.

Returned Checks are subject to a $30.00 fee. All dishonored checks will constitute criminal charges. Criminal penalties can include a loss of Driver License and/or Motor Vehicle License. The issuant can also be sentenced to 90 days in jail and/or $700.00 fine, plus vehicle impoundment and fees incurred from such impoundment.
